Of course! Have a look in /usr/doc/elilo-3.16/elilo.txt: there is no option to display a background image, period.

Things like this can happen when the syntax of a config file is wrong.

I don't think elilo is ready for primetime yet - intel/hp never really sanded off the rough edges.

I disagree. elilo works pretty well even without the bells and whistles that you would like.

The primary purpose of a boot manager or loader is to allow booting, isn't it?

Salix and Slint use it now to boot the distribution media on UEFI firmware as it works on some machines on which grub doesn't (at least the version shipped in Slackware).

Oh, and elilo has been orphaned since 2014, so feel free to adopt it and enhance it:
https://sourceforge.net/projects/elilo/

This being said, you could as well use grub.
