Herbert Voss sent me 2011 versions of xindy.pl and texindy.pl. I installed
these in /usr/share/texmf-dist/scripts/xindy/ and (without the .pl
extension) in /usr/bin/.

Running texindy on the *.idx file produces the same 'not a symlink' error.
