I've just looked at the original dist package for dcron in 15.0 and you're right, it doesn't include cron.d I wonder when that was changed and why, our mirror still holds 14.0 (I guess I need to remove <15.0 since most things modern don't build on them) but even it doesnt have cron.d, so that's what, 12 years... My cron files have been carried over through upgrades and new builds since Adam was a boy so I assumed it had to be included at some point, maybe I added it myself then... I can't for life of me understand why it's not when other major distros do it (we run an aviation ADSB receiver that's software requires stock debian and it has it, and run FreePBX on stock CentOS, that has it too, both run every 5 mins), perhaps its been an oversight and nobody has asked the question, but I think it should be added.
