[make_all] EDBA too big

Hi,

the following occurs on our testboxes here (Enterpriseserver 7,
lilo-21.7-5.rpm from SuSE 7.3, non-modular Kernel 2.4.18):

When I install a box, after the first boot make_all runs "update_rpms"
(where a new lilo gets installed and the since then released updated
packages are installed also), then "change_kernel" and then "make_boot",
"make_reboot".

After the first reboot, everything works fine (LILO-21.7-5 is booting the
kernel without problems, the machine comes up without problems.

If "make_all" is run again at that moment, the procedure above is run again
(except that "update_rpms" doesn't find new packages) - "make_boot" runs
lilo, "make_reboot" reboots the machine.

But now LILO does not boot the kernel anymore (remember: Same lilo version,
same kernel), but stops with "EBDA too big".

I googled around a little bit - this was supposed to be a bug in lilo-21.6,
which is why we updated lilo (yes, this also happens with lilo from
EnterpriseServer 7). 

Problem is - we *need* 2.4.18 because of drivers for our hardware and we do
not want to have a modular kernel on these boxen either.
