13.1 install with answer file on usb fails

1. perform a 13.1 install from DVD
2. install autoyast packages via zypper
3. generate an answer file using yast2 clone_system
4. change system specific disk references to generic (ie sda1,
rather than /disk/by/uuid)
5. boot from install dvd with autoyast=usb:///autoinst.xml option
6. yast installer appears w with the message Calling the YaST module
`inst_autoinit has failed
