Domino Upgrade scenario

Hello

I recently set up a new server running suse 8.2 and
decided to install Domino release 5.0.10. However in
order to keep the original clients' configurations
which were running on a Suse 7.0 server with release
5.0.8, i followed the following procedure after
installation:

1. Carried over the names.nsf and all mail files
(.nsf) into the domino directory /local/notesdata
2. Carried over mail.box

4. Carried over the id files for the users and server
together with the all important certifier id.

5. Carried over the Notes.ini which has the startup
information for the server.

However I am now faced with a problem of failure to
register users when I am trying to add new users and
also I can not recertify users. The error I get is of
not having permission to complete the tasks yet I am
doing it as administrator.

Please help me find out what I did wrong.
