License for Lotus Domino R5

Hi there, we have got the license for 10 users of lotus domino R5 - after installation, wie do not have to enter any key to activate the 10-user-license. Is this not necessary to activate the license ? We also have the problem that no user that we added with the webinterface (http://myserver.org/webadmin.nsf) can not connect to our server.
