Hi,
I have looked at the /proc directory and the file /proc/cmdline (as well 
as many others) always has the current time. Of course /proc/self/cmdline 
should be safer, but I'd like to find out, why it doesn't work on Jochen's 
machine. I haven't seen such a problem on any of my machines or had a 
report about this issue until now. 

Jochen: Are you using a SuSE kernel (which one?) or a self compiled 
kernel (any patches?)?
