This is up to the RPM system. Neither YOU nor fou4s can influence it. 
Usually, config files are configured as %config in the specfile, sometimes 
with an option to keep modified files, sometimes just to make a backup of 
the old one and use the supplied one.
If the config file is not marked as %config, it will be overwritten, but 
this is a bug in the package and not with fou4s or YOU. You should contact 
the package maintainer in that case. 
I haven't seen destroyed (e.g. no backup) config files in the past years, 
btw.
