The command per se makes no sense as it would just do a copy.

But you probably have a stricter ImageMagick security policy enabled. My 
ImageMagick policy was also updated recently and suddenly I could not 
work with large files or several files at once...

Check the current policy: magick identify -list policy or look directly 
in (probably) /etc/IM-7/policy.xml
Check for "rights="none"" or "pattern="" with limited allowlist or 
file/memory sizes (they were heavily reduced with the last update)

Only loosen what's needed. Restrictive policies exist because 
ImageMagick has had vulnerabilities in the past (e.g., with delegates 
like Ghostscript for PDF, or indirect reads). Be cautious.

If the policy file is managed by zypper, changes might be overwritten on 
updates

Search for ImageMagick policy before doing important changes.
