Just running "disable" is fine.

You can use NetworkManager in Mate, too.

BTW. Here's how we do it in Tumbleweed;

       1. # systemctl disable NetworkManager.service

       2. Start YaST2

       3. System --> Network Settings --> "Configuration"

       4. enable NetworkManager

       5. Quit YaST2

How about trying a different approach?

    $ sudo nmcli device wifi connect "SSID" password "PASSWORD" ifname wlan1

Here is mine;

     $ sudo nmcli device wifi connect "aterm-828403-a" password "XXXXXXXXXX" ifname wlp10s0

     Device 'wlp10s0' successfully activated with '211ba051-XXXXXXXXXXXXXX'.
