Quoting the OP:
"Previous versions had a Yast users, where whether a user could login 
without entering an ID and password.  Where is that with 16.1?  I can 
find users, but no trace of configuring that user.". This does not say "passwordless", this 
says "without entering ID and password". So the solution Gumb and me both provided 
does what was asked for. 
Then Carlos comes up with "Notice that it is automatic login, not passwordless.". Which 
neither of us said it was. 
Did it provide James with what he asked for? Yes.
