Yes, it's really Google to blame.

I do not know what you need a phone for to install Waterfox.

Natively, for Linux, it is a tarball. You download it and unpack it and 
run it.

Downloads of latest version here:

https://cdn.waterfox.com/waterfox/releases/6.6.17/

No installer, no authentication or anything. It updates itself in-place. 
However, this kind of install can't easily be shared between different 
user accounts.

There are slightly dated openSUSE packages here

There are packages for various distros here:

https://github.com/hawkeye116477/waterfox-deb-rpm-arch-AppImage

But they are a little dated now.
