It's a sound program, not exclusively a hamradio program. It hasn't been 
updated in over a year.
Here it finds /dev/audio and displays what looks like the internal sound 
card noise.
There is a .wav file on the site but I haven't tried using it.

I tried using it with quisk running on a UHFSDR and outputting to my 
internal sound card (/dev/audio), but it reports device or resource 
busy. There is also baudline_jack which may be you could get sound 
patched with qjackctl into baudline.
