Not really, I think.

That seems to be the "None" plugin, that apparently just removes all toolbars 
from the current view (that's my impression at least). And it seems to be the 
default on start as well.
That doesn't have anything to do with the startpage plugin though AFAICT 
(although on start it would show the help normally, now it shows nothing).

TBH, I'm not really motivated to try to change that further though.

As there hasn't been any other reply, and a delete request (for Factory) has 
been filed today, I think I'm just going to submit it as-is and leave the 
final decision to the maintainer(s).
