It is still available (and up-to-date) in the KDE:Applications repo, URL for
Tumbleweed is:
https://download.opensuse.org/repositories/KDE:/Applications/openSUSE_Factory_standard/
IIANM, we currently don't have a pattern ("telepathy-kde") to install it
though, you'd need to pick the the ktp-* packages manually.
