Uninstalling telemetry completely is not possible without rebuilding the packages. If telemetry being disabled by default is still not sufficient for you, you can disable it at the system level by adding a configuration file. See https://userbase.kde.org/KDE_System_Administration/Kiosk/Keys#Telemetry for details.
