global Konsole colors configuration goes where?

I wish first instance of opening Konsole for any and every new user for each and
every Konsole profile to be black on white. How/where can this be implemented?

The reason is that switching profiles from white on black to black on white from a
running Konsole only randomly wants to persist. It's been like this for years,
maybe since the inception of v5.
