Well. They do for me on a Panasonic Toughbook CF-51.

The answer is probably: it depends on your hardware.
So first try to find out what kind of event your keys deliver:

- switch to console 1
- log in as root
- type "showkey"
- now type all your fn-combinations and look if they generate a key event.
- do not touch the keyboard for 10 seconds to terminate showkey.

If this does not give a result, try "acpi_listen" and again try if your
fn-combos trigger ACPI events. acpi_listen is terminated by ctrl-C.

If you get some output from the above, report back here.
If this does not get you anything, you might search google for "acerhk",
but i never tried / used that, so i cannot comment on it.
