    setxkbmap -model pc104 -layout ko

on my SuSE Linux 9.3 machine, but this fails with the same
message:

Apparently the Korean keyboard layout is missing xorg-x11 package in
SuSE Linux 9.3:

It's already missing in the sources, i.e. it is a bug
of X11R6.8.2, it has nothing to do with KDE.

I just reported it as Bug #87443 on http://bugzilla.novell.com.
