Still works for me both in zh_TW.Big5 (same as zh_TW) and in
zh_HK.BIG5-HKSCS (same as zh_HK) locale.

Which locale are  you using?

As you say that you can see the contents correctly when using "cat"
but not in "vi", I guess it is a "vi" setup problem.
