Yes, but that is very unlikely. If you add new fonts to a directory,
usually the access time of the directory will change and differ from
the time of the .fonts-config-timestamp files.
For details see 'man fonts-config'.

I have no idea. I didn't notice any problems when trying out these
fonts recently.
