I have fixed the order of the fonts to prefer already in the SuSE
XEmacs packages. As long as you start XEmacs with LANG=zh_*, it should
choose the right fonts for Chinese.

I wonder how you can get chinese-py-punct as the default input method
in XEmacs. After

    M-x set-input-method RET chinese TAB

XEmacs offers only

    chinese-egg-pinyin chinese-egg-zhuyin

XEmacs comes with no other Chinese input methods.

I don't know of any other Chinese input methods for XEmacs.

But both XEmacs and Emacs support XIM.

Why not use scim-pinyin in both XEmacs and Emacs?

scim-pinyin is probably much better than the Chinese input methods
included in (X)Emacs anyway.
