something strange about root

opensuse 10.2, kde, input-method scim, locale zh_TW.UTF-8

When use
kdesu kedit (or any application)
kedit will become English user interface
and I can't input any Chinese
The same happened when run apps use Alt-F2 and run as root
but when run in a terminal
su
kedit
will work fine

any idea ?

Another similar apps is "smart"
I download from
http://software.opensuse.org/download/smart/openSUSE_10.2/i586/
I have to run
su
smart --gui
to show Chinese Interface
If run from menu
smart will become english version

seem like a bug , or how can I fix these things
