New versions of anthy and scim-anthy in M17N:Devel repo

Hi,

I created the updated version of anthy with some improvement patches
on M17N:Devel for testing purpose.  Together with anthy, scim-anthy is
updated to 1.2.7 there.  This should improve the accuracy of
conversion by anthy fairly well, in addition to better word learning. 

With this update, anthy will use UTF-8 as the default coding, which
may bring some incompatibility with the old contents in ~/.anthy.
To make sure, just remove ~/.anthy after upgrading these packages.

Tests with these new packages are greatly appreciated.
Once after they are confirmed to work well, I'll submit them to
FACTORY.
