OK, I found a bug 603559 in bugzilla.gnome.org.  (In the original
redhat bugzilla, it's still opened since 2008!)

The patch there looks good to me, too.  It extends the syntax like
"A:B" to fallback to B.  The only drawback would be that you'll need
to apply both gtk2 and gtk3 at the same time for accepting this new
syntax by the single $GTK_IM_MODULE.
