Here is a source code of ibus-m17n:

ibus-m17n is preloaded in the following languages:
as, gu, hi, kn, ks, mai, ml, mr, ne, or, pa, sa, sd, si, ta, te

I don't know about these languages but ibus-m17n may be the only input 
method for these language.

Of course, we can set rank values 0 to avoid preloading ibus-m17n.
