On a fresh installed openSUSE, echo $LANG will output:

zh_CN.UTF-8.

and it'll give you Chinese look, so users don't need to set
`zh_CN.GBK`, things like this.

Personally I think if the user set it (not so friendly, no GUI), then
he must be experienced enough that can handle `export
LANG="zh_CN.UTF8" for YaST.

If an entry in release notes can save most of your time and energy, do it.
