Dropping openSUSE_Leap_42.1 from M17N project

Hi,

since the support for openSUSE Leap 42.1 was discontinued, I'm going
to drop openSUSE_Leap_42.1 build on OBS M17N and M17N:* repos, too.

Meanwhile, openSUSE_Leap_42.3 build will be added instead.

I'm also thinking to move from SLE_12 to SLE_12_SP2.

An open question is SLE_11_SP3 build.  I have a feeling that we may
drop this, but not urgently required, so...

If you have any concerns, please speak up.
