Isn't that posted somewhere on the wiki?  I don't have web access at the
moment, but it's there somewhere...

Anyway, the rules are:
	- the package is in openSUSE:Factory
	- it builds correctly against openSUSE:Tumbleweed
	- you ask me (email or submitrequest)

Upgrading python versions is going to be "fun" in Tumbleweed.  I have a
plan on how to do it, just haven't had to do it yet as we haven't
upgraded it.  If the python developers think a newer version is stable
enough, I'll be glad to take it, just have them let me know.
