I think you want the following:

open a picture
Image > Alpha > Add Alpha Channel
Select > By colour..
(possibly reduce fuzziness threshhold)
select white area
Edit > Cut
File > Save As..
save the file as png (portable network graphic)

The png will work with all recent web browsers and gives a transparent 
background.
