Switching users and audio device permissions

I really like the ability to switch users quickly in SUSE 9.1 by having each 
set up a separate X session.  However, without co-operation from the first 
logged-in user, the second cannot access the sound devices.

Say, I log in as alistair, then:

alistair@irma:~> ls -l /dev/dsp0
crw-------  1 alistair audio 14, 0 2004-04-06 14:27 /dev/dsp0

Then, if another user logs in, they cannot access  the audio device because 
they do not have permission to so do (and the mixer /dev/mixer0 is just the 
same).

The original user can chmod the devices to grant at least g+rw, but that is 
not really satisfactory. What would be much better is to ensure that audio 
devices had group read and write permissions by default, and preferably 
belonged to a "neutral" user (i.e. not a real user of the system).

Any ideas as to how this might be achieved?

The machines are not connected to the outside world, so security is not a 
problem (and all the local users know root's password anyway).
