Provided they were saved and nothing else overrides them see Jim's post.

I don't autostart any mixers and my sound always comes back to where it was 
sitting when I saved the volume settings.

There are too many hands that tweak the control knobs on sound cards.

PS: Also, you have to watch out for mismatched hardware ids in the mixers.  
But since you can actually use the mixer to get things back your basic setup 
is correct as far as being able to control the hardware.
