Hi Craig,

maybe your question is too much off-topic for Oracle experts ;-) or 
everyone knowing the solution is on holidays :-)

I am not sure because I do not use this module, but most modern Linux 
systems (SUSE at least ;-) provide the PAM mechanisms, and there is a 
module called pam_tally.so. In the man page (man 8 pam_tally) I see 
"This module maintains a count of attempted accesses, can reset count on 
success, can deny access if too many attempts fail".

So I think you may try your luck with PAM and PAM_MODULES :-)
