Thank you Koen, you put me on the right way.

The problem was that the ulimit settings for user "oracle" are not
applied if I "sux - oracle" inside a konsole session while I'm logged in
with my personal user.

If I "ssh -X oracle@localhost" from the same konsole session the ulimit
settings are correct.

Thanks again to you and to the other people who responded me so quickly.

It is still a mistery how I could install the 1st system without
touching /etc/security/limits.conf, but I don't have time to investigate
it now.
