[suse-oracle] can't open /var/lib/ntp/drift/ntp.drift.TEMP: Permission denied

Any ideas why this message is in /var/log/ntp?

/var/lib/ntp/drift # ls -al
total 4
drwxr-xr-x 2 ntp  ntp  112 Jan 26 23:07 .
drwxr-xr-x 7 root root 168 Jan  4 20:04 ..
-rw-r--r-- 1 ntp  root   7 Jan  4 16:21 ntp.drift
-rw-r--r-- 1 ntp  ntp    0 Feb 14 21:47 ntp.drift.TEMP
