Instance caging would require Oracle 11.2 and Enterprise Edition Before that Oracle does not use the Database Resource Manager to limit the CPU-consumption (controlled by session CPU_COUNT) In 10.2 Oracle mostly uses the CPU_COUNT to determine DOP (degree of parallelism) and influence some latching functionality.
