libieee not found

I'm getting the error message
[   99s] /usr/lib64/gcc/powerpc64-suse-linux/7/../../../../powerpc64-suse-linux/bin/ld: cannot find -lieee

on the PowerPC builds. See

https://build.opensuse.org/package/live_build_log/home:hpcoder1/ecolab/openSUSE_Factory_PowerPC/ppc64

libieee is part of glibc, so should be part of the default build
environment. Something is askew with the OBS PPC service.
