Well, because someone (probably you?) has disabled publishing for this 
package on all distributions. 
Have a look at the Package Flags for your package: The second one  
for "All Rep." will tell you: "publish disabled" in a popup if you 
leave your mousepointer on the icon. To enable publishing again, just 
click on this icon.
