YARA disabled in ClamAV for licensing reasons?

I wanted to use YARA rules with ClamAV on my openSUSE boxes, but I see it h=
as=20
been disabled for =E2=80=9Clicensing reasons,=E2=80=9D with the details hid=
den in bsc#1101654,=20
which is not publicly accessible.

Which licensing reasons are these? Other distributions do not seem to disab=
le=20
this feature.
