Looking for sys/io.h

I am attempting to compile the vortex-diag.c utility for the 3Com 3c905 
ethernet card, but it fails looking for the io.h in /usr/include/sys.  I 
emailed Donald Becker (developer and maintainer) about this:

"It's theoretically possible, but your distribution must have the
hardware diagnostic and configuration interface in both the kernel and C
library.  It appears that SuSE does not include this interface."

So-how can I get this to work?  Did I simply miss a package that would install 
it?
