socket errors

i built Pan, a news client, from source on
my dual sm50 ss20. ocasionally i get connect
failures when trying to connect to news servers,
Pan usually reports:
NNTP handshake failed: Error reading from socket

is this a problem with the app or the kernel, kernel is 
stock 2.2 smp from SuSE 7.3,
