Tao 1.0 U6 updates ?

I just downloaded the newest 1.0 u6 iso
which included tao-release-1.0-TL17.i386.rpm

my tao 1.0 systems are all having the tao-release-1.0-TL16 rpm installed
and /etc/redhat-release  shows :
'Tao Linux release 1 (Mooch Update 4)'

why isn't this (and other packages?) updated when I use yum update ?
