TAO4: tao-yumconf-4-TL3.noarch.rpm not installed ?

Today i installed a new machine with tao4
I went for the minimum installation option

after the first boot yum didn't find any repositories
also /etc/yum.repos.d/ was empty

i had a look in the rpm directory from TAO4
and tried installing tao-yumconf-4-TL3.noarch.rpm

after I installed the tao-yumconf rpm, yum update works ok

is this a known bug ?
