Have you installed the CentOS-3 key?

rpm -q gpg-pubkey

That should show this key installed:

gpg-pubkey-025e513b-40561173

If that is not installed, you can install it via:

rpm --import http://mirror.centos.org/centos/RPM-GPG-KEY-CentOS-3
