Timezone woes

I live in a country whose government thinks computers' clock settings are Rodney Dangerfield: it has 
no respect for them.

Nearly every year, daylight savings start and end dates are set by decree, based on some frivolous 
circumstance. This year, they said changing clocks between the election and the runoff would cause 
problems in the voting machines. Idiots.

So, we have to remember to go to sites like ftp://elsie.nci.nih.gov/pub/ every year and get a new 
file each year, run "zic" of them etc. If you have Fedora, this all is taken care for you 
automagically, for these files are coalesced into a separater package called "tzdata".

That's also true in RHEL3 (unlike earlier Red Hat distros, in which it was part of glibc), but Red 
Hat's disposition to keep that updated is eerily reminiscent of molasses. The one in my system is 
labeled 2003c. Gaaaa.

My suggestions is that Fedora's version of tzdata be backported and included into one of the Tao 
repositories, or Dag's, or Dries'. Should only be a matter of tweaking dependences. Makes sense?
