'1TL' was a goof.  In general, I take the RHEL kernel, make the Tao
changes, and change the release from 'EL' to 'TL'; 'TL1|2|...' is when I
make my own packaging updates, which is generally rare.  I haven't
bothered to set down anything real 'official' on this; this is just what
I normally do.
