This works fine if you do it on one computer; it is more inconvenient 
to do it on several tens of them - furthermore, you then loose track 
of which package comes from which repo.

With a config file that contains this information (in form of 
includepkgs), it's easier to distribute it to the tens of computers 
and it's possible to know at a glance which packages come from which 
repos (in case the tens of computers do not have exactly the same 
packages installed but there are small variations - in which case the 
modifications to the config file(s) can be done with sed/patch/etc. to 
make it scale).
