If you are building the data structure as you go along, then the data structure implicitly contains the "already seen" information. The problem with allowing forward references is that when you do have a cycle, then the user has to figure out how to break it. There could be more than one way to do this, some producing clearer configs than others. If the rule is "no forward references" then it's clear how to not run into the warning.
