In fact the no forward reference rule is easier to explain than the don't create a cycle rule.

NFR implies NC but not the converse. Of if you prefer, NFR is sufficient but not necessary for NC.

And anyway isn't the user supposed to use a tool like what Jan Weber is writing? In which case the no forward references rule is easy to conform to, just do a topological sort of the graph and output if there are no cycles. Better still don't even let the user create a cycle from the GUI.
